Yes, when someone gets a new book the power curve swings. That is just how the game is designed. All games that get incremental updates are like this.
Anyway, the missions simply aren't all independently balanced, they are balanced as a package. C&C is a the only current independently balanced mission. Seize ground is weighted towards Troop heavy armies, which by design typically disadvantages them to kill points. The reverse is also true, typically Troop light armies will be advantaged for Annihilation, but disadvantaged for Seize Ground.
This means if you use the given scenario package, everyone should be advantaged in one, disadvantaged in one, and on equal footing in the third. That's the balance. If you change the KP disadvantage to equal footing, it means Troop heavy armies get a major boost. They go from advantage/equal/disadvantage to advantage/equal/equal, while Troop light armies go from disadvantage/equal/advantage to disadvantage/equal/equal. See how that completely skews things?
That's why I say don't use VP over KP unless you modify the only Troops are scoring rule as well. |
